People in Meeting ISO CertificationC2C Solutions, Inc. (C2C) has a heritage of service to the Medicare program. Currently, C2C is successfully executing three high-volume appeals contracts for the Centers for Medicare & Medicaid Services (CMS): the Qualified Independent Contractor (QIC) Part B North, QIC Durable Medical Equipment (DME) and QIC Payment Dispute Resolution Contractor (PDRC) task orders. In 2005, we helped CMS establish the new second-level appeal process and with the award of the QIC Part A West task order, we became the first operational QIC contractor.
For over nine years we have provided second-level adjudication services of Medicare claim determinations. Two of C2C’s task orders are nationwide, and two QIC task order jurisdictions cover 35 states, Washington DC, and three U.S. territories.  We have earned six CMS Excellence Awards for this work over the last nine years.

As a QIC, C2C has vast experience in managing the second-level appeals and dispute processes from case receipt to final disposition.

What is a QIC?

The Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act (BIPA) of 2000 included provisions aimed at improving the Medicare appeals process. Part of these provisions mandate that an independent contractor, known as a Qualified Independent Contractor (QIC), will perform second level appeals known as reconsiderations. QIC contractors render timely and accurate decisions on regular reconsiderations and use a panel review process for medical necessity denials.
